Technical administration. Ensuring that the computing and electrical equipment continues running, is well-maintained and used within certain parameters.

Content development. A joint ISOC/UNESCO/OECD survey has demonstrated that the development of local content improves the value of communication networks, and contributes to increased uptake and lower prices. Teacher champions and administrators will need to understand the integral role they play in this equation, and must be provided with the skills and resources necessary to ensure the creation of content that is relevant, unique and of value to themselves and to others.

Content identification and delivery. The integration of electronic learning materials in classes and in the community will be an ongoing effort that lasts many years. Crucial to the success of the endeavour is the ability of teacher champions and others to find the right resources and fit them to local needs, often in an ad-hoc manner.

Programme management. This programme requires a significant ongoing commitment from local schools. To ensure the continuity of the services offered by CLICC and TFS programmes, local administrative and management capacity must be enhanced.

Financial management. Some degree of support should be provided to ensure sound financial management and planning.
