Draft concept for motion

  1. Since business has already conducted and being conducted based on the existing draft policy the WCC may ratify the Draft Open Community Governance Policy to give it an interim Open Community Governance Policy status with the following amendments/typo/minor corrections:
    1. In section 5.3 of the draft policy, under the title Executive Secretary the wording The Executive Secretary shall not be counted as a member of the Executive Committee and will not have voting rights on the Executive Committee may be amended as The Executive Secretary shall have ex officio status on the Executive Committee. An Executive Secretary who is not a member of Council will not have voting rights nor be counted under the required numbers of the Executive Committee
    2. add here any other typo/minor corrections/minor amendments as being discussed in the general discussion page
  2. The WCC may also decide on constituting a Workgroup as given below to invite and examine amendement proposals, rework the policy (wherever necessary) and place it in the next WCC.

  • Introduction by Chair pro tem: The WikiEducator Council is constituted in terms of the Draft Open Community Governance Policy and was the basis for electing and nominating the members of Council. The purpose of this agenda item is to consider a motion to ratify the policy. In addition, Council may want to consider proposals for amendments. For pragmatic reasons, I would recommend that Council members consider tabling suggestions for amendments as a separate motion and to consider the establishment of a Workgroup for community discussion and development of any proposed amendments. The Workgroup proposal for policy & guidelines for the Constitution of Community Workgroups (Item 3 of the current agenda) would, if approved, provide a robust community process for discussing and considering amendments to the Community Governance Policy as a designated Council workgroup.   • Hi Anil good suggestion to qualify the ratification of the policy taking into account the proposed amendments. Thinking ahead here ... as Council members table suggestions for amendments to the policy the motion above to ratify may become cluttered. Perhaps we can save space and potential confusion by proposing the ratification of the policy subject to the outcome of the decisions under the motion for amendments with a link to the corresponding motion ... Dear Dr. Wayne,
Since business has already conducted and being conducted based on the existing draft policy, we may place the draft as such to:
  • Give it an interim policy status by the full council (with the simple amendment on executive secretary)
  • Decide to constitute work groups to invite & consider suggestions and rework the interim policy.
No constitution is going to be final and complete as generations change <smile> therefore waiting for a final may be futile. -- Anil Prasad 09:06, 16 September 2009 (UTC)
You're very right -- in the wiki world everything is a draft :-) That gives us the agility to respond to changes with lightening speed! I think that there will still be other amendments that Council may propose -- lets see what our team suggests. --Wayne Mackintosh 09:36, 16 September 2009 (UTC)
I agree with you Wayne and Anil. Let us place the draft as an Interim Policy (with amendment on exec secretary) - if necessary, we could look at it again before we conduct elections next time. savi 18:23, 16 September 2009 (UTC)
  • Reading the proposed wording of the current draft "The Executive Secretary shall have ex officio status and not be counted as a member of the Executive Committee ... " Wouldn't it be better to say "The Executive Secretary shall have ex officio status on the Executive Committee. An Executive Secretary who is not a member of Council will not have voting rights nor be counted under the required numbers of the Executive Committee" --- I think the current version of the proposed proposal is still ambiguous. --Wayne Mackintosh 04:43, 17 September 2009 (UTC)
