Capacity Building Module
Management of community radio by the community representatives is crucial to the success of community radio. This means that they have as much control of community radio as possible. While the Indian community radio policy holds the NGO/institution as the legal license holder, this should not be seen as an obstacle to handing over power to communities. It is important to note that the same policy also explicitly mentions that the community radio station should have a management structure that is reflective of the community it seeks to serve. Theoretically, it seems from the above line that the radio station is separate from the community it is located in. However, the tricky part is to realize that while the radio station is a separate entity, it still is an integral part of the community.

Personnel
The management committee should evaluate the performance of the community radio on a periodic basis and take a decision on whether extra personnel is needed for the CRS. Also they can evaluate the performance of existing personnel. Further, they can advise the team on training new volunteers, getting fresh voices for programs, involving minority communities in production etc.
