Frances Ferreira joined the Commonwealth of Learning (COL) as Education Specialist, Basic Education and Open Schooling, on 22 January 2007.

From 1996 to 2006, Frances, who is a teacher by profession, was Director of the state-owned Namibian College of Open Learning. As the institution's first chief executive, she facilitated the strategic positioning of NAMCOL, both nationally and internationally.

Previously, Frances served the Namibian community as a teacher and school principal. She also became the first female Mayor of Grootfontein in 1994 and, in 1995, was elected as Vice-President of the Association of Local Authorities in Namibia.
