Categories are a useful navigation tool enabling educators and learners to find available resources. (See the related guideline All pages categorized.) Requiring that all categories be a sub-category of at least one other category will create a web of hierarchical connections, and notably not a strictly hierarchical tree, but rather a collection of overlapping trees.
