Draft concept for the motion

This draft motion has been formulated based on the discussion contributions below -- Technically the chair may not table any motions. Any member of the OERNZ planning team who is of the opinion that the draft motion represents a general consensus, should formally table the motion under the relevant heading below. --Wayne Mackintosh 05:30, 2 November 2009 (UTC)

Draft motion

OERNZ is a project co-designed by New Zealand educators for Aotearoa. OERNZ welcomes collaboration, support and advice from the international community and international members are free to join the OERNZ planning team in an advisory capacity. Voting on decisions and motions of the OERNZ project are restricted to New Zealand nationals, New Zealand permanent residents and members legally permitted to work in New Zealand. International members are free to comment on discussions and advise on OERNZ matters. However votes from international members will not be counted for decision-making purposes.

Discussion to prepare concept motion

Background - WikiEducator is an international community which benefits from sharing and interaction among educators around the world. OERNZ is a New Zealand funded project designed for New Zealand teachers. OERNZ can capitalise and use the knowledge and experience gained from the international contributors. Similarly, New Zealand's experience and leadership in establishing a national OER commons can contribute to the social good of education in other countries around the world. Consequently we need to consider how we might benefit and/or honour the volunteer contributions from international participants in our planning team. Alternatives may include:

  • Encouraging and/or allowing experienced international participants to join our planning team in an advisory role, i.e. advisory members without voting rights in meetings
  • Awarding trusted members from the international WikiEducator community voting rights with reference to motions and decisions.

  • I like the idea of having as much experience as possible helping shape and advise - it would be good to get a very brief resume of participants
Nathan -- that's a good idea. Something like the page used for WE council members? or is this overkill? I think this would be useful for both national and international members of our planning group --Wayne Mackintosh 08:22, 29 October 2009 (UTC)
  • Yes something like that but rather than having to click on resume it would be better to have a 10 word description - NZ Rural Primary Principal into open systems - Ubuntu/environmental fanatic --rekrapenator 21:22, 29 October 2009 (UTC)
  • I agree it is good to get as much input as possible. There is a lot of knowledge and experience out there and sharing should be mutually beneficial. My only reservations would be that OERNZ is a New Zealand funded project designed for New Zealand teachers and while the International experience and knowledge is useful and valuable we probably need to keep in mind that if too many international participants have voting rights, we could end up with something that doesn't best meet the needs of NZ students and teachers. In response therefore to the alternatives above. I think both of these suggestions are on the right lines. --Jacqui Land 31 October 2009
  • I would certainly like input from international participants but to have them treated as interested observers rather than voters. I think of future nz users of this resource who might find it more acceptable if they saw it was developed by fellow nz professionals, even at this early stage. I could be persuaded though.--Craig 23:47, 1 November 2009 (UTC)
  • Thanks everyone so far for providing feedback. It appears that a consensus model is emerging that OERNZ respects and welcomes advice, inputs etc from the international community. Therefore international members may join the planning group in an advisory role. However, as a New Zealand funded project designed and intended for the NZ curriculum, voting rights pertaining to the planning decisions should be restricted to New Zealand educators. Is this a fair assessment of the thoughts of the planning team? Wayne Mackintosh 00:16, 2 November 2009 (UTC)
  • I think this is a fair assessment. --Jacqui Land 2 November 2009
  • I like what I read but would rather another NZ educator seconded, as it is primarily an educator community. I was wondering (but do not know the answer) if there are educators working as such in NZ on work permits. Do they also count? Paul Seiler
Good point --- I think the intent of the motion is to ensure any educator legally permitted to work in New Zealand to vote. As no-one has seconded the motion yet -- I shall amend the motion to include this qualification. --Wayne Mackintosh 06:48, 2 November 2009 (UTC)
  • I guess I fall into the category of an NZ educator who is a permanent resident but whose experience is largely international. I'm happy to second the motion as it stands - people can check out my profile if they like. --Richard Jones 2 November 2009 8:48 pm NZ time
Hi Richard -- under the proposed motion once approved, you would certainly be qualified to vote. Without splitting hairs -- any member of the planning team (apart from the chair) could second and vote on this motion, irrespective of residency - so feel free to second and vote accordingly. The New Zealand based voting requirement would only come into effect after the motion is approved by majority vote.
