Currently, very few people in the developing world have access to connectivity[1] and computers[2]. However, mobile phone penetration is significant[3] and the importance of this channel for access to knowledge is widely recognised[4].

The volume of knowledge and learning resources on the Internet is growing rapidly, but this is not accessible to the vast majority of people on the planet.
Among the issues are:
- access (to computers and other devices, connectivity, bandwidth)
- localisation (translation and recontextualisation)
- ability to co-develop local knowledge and learning resources
Our aim here is to flesh out the core of these issues and strategise on how to streamline access to knowledge and learning and digital inclusion through mobile devices.
We will not attempt to solve all the issues (e.g. physical access to computers, connectivity and bandwidth will be addressed by other initiatives). The focus is on mobile access to the prominent learning resources, and enabling development of local resources. In the process the frameworks developed will be extensible and able to serve many different needs.
The national goal of universal elementary education and total eradication of illiteracy still remain elusive particularly in rural, remote and isolated regions of the country.

2016 is here and fortunately for us, quantum leaps in technology give a solid basis to the “Can do” spirit.
The world has entered into an information age. In this age, the new paradigm of teaching, learning process is called E-learning.
Its components can include content creation, using open source material, Mobile content delivery through mobile phones attached with portable digital assistants (PDAs) or computer kiosks. This project aims at rural and rurban youth and get the massive youth force to get employment after short MOOCS ( 6 months to 6 months) and help pressure and reliance on agriculture. The Tabs in each panchayat of remote and isolated areas can also offer other E-services to become financially viable. E-learning provides for faster learning and increases access to learning. It is the convergence of learning and the internet alongside satellite network and digital content to enable learning.
Electronic learning is an all-encompassing term generally used to refer to computer-enhanced
learning. It may include the use of mobile/web-based teaching materials, hypermedia, CD-ROMS, websites, blogs, wikis, text-chat, computer-aided assessment, animation, simulation, games and electronic teaching-learning software.
E-learning affords flexibility and convenience for the e-learner especially if they have other commitments, facilitations of communications between learners, greater adaptability to learner’s needs, more variety and zing in learning experience.
