Tip: a double hash (##) may get you a 1.1 after a single # and so forth. Try combining this with the bullets as you have done above. Do not leave spaces in between lines when you use bullets and numbers. Will try and repeat yours below and see if that is what you wanted. The example below uses your number 3 and 4 above (it will become 1 and 2 here)
