Wording of the motion etc.

On the mailing list Wayne asked whether the motion (if any) should be formulated in the positive or negative, e.g.
- Yes, WE should support links to embed third party media in accordance with the following guidelines ...... or
- No, WE should not support links to embed third party media
This seems imbalanced. The negative could be expanded too:
- No, WE should not support links to embed third party media, but instead streamline filtering (by license), download and conversion to free formats of 3rd party resources.
The reasons for saying NO to embedded 3rd party links need to be made very explicit.
Both options require some work. A third option is status quo (do nothing) - today I could not upload an .ogv file :-(.
