Just one query from me…
This sentence implies that the qualification/award will be completed by the end of 2016:
Endorsed the decision to implement the OERu 1st year of study leading to an exit award during 2016
Is it clearer to say:
Endorsed the decision to implement the OERu 1st year of study during 2016 as progress toward an exit award.
Someone else may have better wording but my point is that the award will be commenced in 2016 rather than being completed by students in 2016 – assuming I have remembered the point correctly.

Valid point - and good catch! Indeed, learners may commence study in 2016, but not complete the award in the same year.
Your proposed wording does not preclude a learner earning an award during 2016 if we are successful in completing MVP, but it does provide wiggle room for learners to complete the award after 2016.
