Suggested reword for this page
Still hesitant to "edit mercilessly" here is a proposed reword of the first paragraph:
Before venturing out and surfing the ocean of educational resources on the Internet, take a good look around at home and at the office for existing lesson plans, visual aids, handouts, and multimedia resources developed over the years and stored on backup disks or in folders, desk drawers, or filing cabinets.
These resources have the advantage of having been designed for the context in which they were to be used, and some may have stood the test of time in the classroom.
If you find anything, well, your need may have been met, or you have the beginnings of an open educational resource. The next step is to find additional resources to flesh out and complete the needed resource.

Move the licensing advice here to a later section, perhaps to "Which license should I choose?" (under "Licensing") which currently does not help much - the suggestion here would be well placed there.
It might make sense to have a short note at the beginning of the Search Engines section "If your aim is to find resources to combine and mix with your own and with each other, it is important to understand the licensing implications. See Licensing and specifically Which License Should I Choose? and License Compatibility.

I understand. As I recall Wayne added some of that, and he may have some ideas about keeping it. Regardless, I think we need something on this page that says maybe you should make what you have already OER.

Agreed. I essentially added your suggestion verbatim to the top of the search engine page.
