Not as effective as they should be - a lot more young people are still unemployed and have no source of livelihood

True - though this raises the point that there are a number of other important linkages to youth empowerment beyond training. Therefore the question here is not only about the effectiveness of the training, but of what happens beyond the training, who has a role to play in different respects, etc.
