Would it make sense to add an e-mail discussion around this? - e.g. hosted by EduCommons?

and a blog? - hosted by Le Mill?

So far, the use cases are part of the process and the proposal will be developed right here.

My view is to use whatever discussion tools will facilitate the process.

We should think about ways to promote this in the wider community. For example, blog posts, announcement on the WikiEducator mailing list. etc. etc.

We should also think about a short news item for the front page - m-learning is a topical and important area for the developing world.
