Wondering how the tags work

I've noticed that a few of the instances of this template list a phrase in the tags section...word plus word. I'm confused as I thought tags had to be one word with a space inbetween. I'm guessing that what is meant is that there are two tags recommended. I'm not sure the use of the plus effectively communicates that.

I suspect this wording is to help with the issue of some learners being unfamiliar with tags. Is there a less confusing option to help these users? Eg, mouse over help or link to the help page on the words "recommended tags"?

Just offering some thoughts that occurred to me as I was reviewing the AST1000 content.

Tags must be single "words." The convention used on askbot.com is to replace spaces with '-', leading to tags like public-domain or internet-explorer.

Thanks Jim. That's what I thought. I think I'll post this question on the specific pages that use the "word plus word" phrase in the suggested tag line. I think it's potentially confusing.
