Recommendation 26 Access by people with disabilities

Recommendation 26. We recommend that the Government undertake to consider how digital learning material used in New Zealand schools can be accessible by people with disabilities, including those who cannot see graphics, cannot hear audio, or cannot operate a mouse.

Comments: This area is complex. There are USA standards and most (static) websites comply. However specialist needs will require substantial investment.
It is desirable that the standards to be used by schools be recommended – in particular that all general facilities be delivered by CSS3/HTML5.
