OERs seem to go one better in that there's no physical limitation on the 'supply' of an individual resource... provided you have access. Institutional reactions to 'open-ness' of teaching resources are interesting ... confirming value rather than wondering about barriers is my current pre-occupation, recognising that value can be developed in many ways. I'd love to see that value acknowledged in tertiary ed in NZ ...
