  1. Convention agreed upon at the 1992 Earth Summit in Rio de Janeiro, which declares countries intention on tackling the problem of global warming.

Brief Description

At the 1992 Earth Summit in Rio de Janeiro four conventions on the environment were agreed to. One of those was on climate change[1] -- the United Nations Framework Convention on Climate Change (UNFCCC). It only states that the signatories will work toward reducing emissions of greenhouse gases, it does not contain specific targets.

The Kyoto Protocol, which does contain specific targets, was set up under the auspices of the Framework.

The secretariat is based in Bonn, Germany. It also serves as the secretariat to the Kyoto Protocol.
