Open policy is perhaps the key to openness in education. Open policy refers to institutional or governmental policy that promotes openness by requiring it. For example the National Institute of Health has a public access policy that requires all NIH funded research to be submitted to Pubmed Central no later than twelve months after publication. Researchers must ensure that their publishing agreement allows this. By doing this, all research that is funded by NIH is openly available to the public that pays for it.
