One of the main reasons any school/institution/organisation writes project proposals is because it needs funding for a cause. Hence, before anybody starts doing any work, he/she must know at the very beginning why his/her school is working on a project proposal. A very clear purpose for your proposal, therefore, needs to be identified at the very first place.
