Mr Kaggwa Lawrence Sserwambala was born to Mr Philip Kaggwa and Mrs Gertrude Nabukeera of Nsambya Kyadondo. He attended Kisubi Minor Seminary and Caltec Academy Makerere for his Secondary School studies. He holds a Bachelors degree in Education with Specialisation in English language and Literature from Uganda Martyrs University Nkozi. He also holds a Msc. in Project Planning and Management from Cavendish University, a Post Graduate Diploma in Monitoring and Evaluation from Uganda Management Institute. He also holds a PhD in Development Economics from Nkumba University, Entebbe Uganda.

He has taught in a number of schools including Bishop Comboni College Kambuga, Caltec Academy Makerere, Ibanda Secondary and Kisubi Mapeera among others. He has also taught at St Lawrence University for a number of years in various disciplines. He currently works with World Vision International Uganda where he oversees Governance and Social Accountability in the Country Office.
