The value of these strategic CollabOERate projects, lies not so much in the actual outputs of the projects per se (although they will have direct application for our individual OER projects) but more in the experience and knowledge gained by participants through the engagement.

I agree with this, to a degree. The 'experience and knowledge gained by the participants' depends on taking these strategic projects through their paces. And often, within these projects, there are critical gaps, that affect the project/organization's ability to achieve desired outputs / outcomes. I see CollabOERate as having a bridging / facilitating role to address these gaps (with the permission and support of the organization, of course!) and provide additional resources, linkages, connections etc. where possible.
