Human Rights Treaties have a number of purposes, but core to their value is the issue of compliance. While countries may ratify treaties, they only have a practical impact if domestic legislation, policies and practices facilitate compliance to their provisions. In the following reading, Hafner-Burton examines this issue.

Emilie M. Hafner-Burton, ‘Human Rights in a Globalizing World: The Paradox of Empty Promises’, American Journal of Sociology 110, No. 5 (March 2005), pp. 1373-1411.

This completes the required activities for Module Five. You may now choose to proceed to Module Six, or to complete one or more of the Extension Activities. If you enjoyed this module, you may like to consider the 'UN High Commissioners for Human Rights' task as one of your Active Online Participation activities. Remember, you need to complete four Active Online Participation activities as part of the course assessment, and they can be completed at any time as you work through the course modules.
