Disaster preparedness is pro-active activities to prepare a community or facility for disasters. Preparedness can involve mitigation measures such as building code enforcement for areas proned to floodings or storm surges. Mitigation generally includes elevation, presevation, isolation, storm draininage or relocate of the disaster prone area. Many times if government do not police areas preseved or isolated, people tend to return to those areas and they rebuid, thus re-inventing the situation that existed once before.
