Most, if not all, funding agenies (those big organisations with money) have their own project proposal templates. If possible, speak to someone from the agency and get as much information from him/her as you can. This will enable you to start make connections between your purpose and the funding agency's purpose. Remember, most funding agencies will automatically reject proposals not in line with their own criteria.
