Setting local time

Hello Phil,
After giving up some time ago on trying to get my local time set on my userpage, I've recently tried again; however, I'm still having troubles. I've set my local time under my preferences, but it still isn't working when I use the "17:12 magic word. Have you been able to get your local time right on your userpage? I cannot get it to work. As I said on the listserv, when I tried to use the WikiEd template, Local time yelds Israeli time.
