How to go about lobying to push new public policies on digital education in Latin America?

If we beleive that people participation is important to bring about changes in public policies we must try to inform those affected by the policies. Wiki's could do the job by informing people and by allowing them to interact with similar interest groups. As an educational tool, as a depositary of information on links to sites that could be helpfull, and perhaps as a database of people wishing to be kept updated, wiki's could become, together or in association with other technologies, extraordinary allies in this effort. Mostly when you have to be crossing back and forth the language barriers that become fences to be overcome.
