You're absolutely right in that integrating OER into the classroom is an important part of OER. We do have a section currently being developed called "Get OER," which discusses, somewhat, the issues you describe. However, integrating OER into the classroom and doing quality control is a fairly large topic. One of the current proposals is to have multiple mini-handbooks. I could certainly see one of those mini-handbooks being how to integrate OER into a classroom.
You're welcome to look over the http://wikieducator.org/OER_Handbook/get_OER and make specific suggestions, or simply send me an e-mail. It has been helpful for me to receive feedback from the OER community.
