Dear friends; I used this template some years ago to identify MediaWiki localization / localisation issues. It could be a part of what I call "wiki transparency". I mean experienced wiki contributors and newbies can look at the available « magic words » svn:MagicWord.php · view in this wiki. Some of the "magic words" are standard Mediawiki objects and some are added via extensions (see the section « Parser function hooks » → bugzilla:021826 RESOLVED · FIXED · dependency tree · wlh · "add anchors to subsections of special:Version" ).
The first issue that puzzled me was the question about the « Workgroup: » prefix. It seems that all pages starting with this string are in the article namespace. My first guess was « Workgroup: » would be a namespace. see special:Prefixindex/Workgroup: and special:Prefixindex/talk:Workgroup:
