One thing that comes up every once in a while is the distinction in licensing software versus other creative works. We could discuss how this is different and give some country-examples.
I agree. In my readings, the definition of OER often includes all types of materials including software, and this definition is at some point followed by a discussion on CC licenses, which don't apply to everything. Only once in a while is there talk of licenses specifically for software. The result of not including a discussion on software licensing is to think that the same licenses that apply to open textbooks also apply to all other materials considered to be OERs.
