Sylvester Dickson Baguma is a Ugandan national. His main interest is in capacity Development in M&E and IT. He graduated in 1988 at Makerere University with a Bachelor's Degree in Agriculture specialising in Crop Science. He has a Master's Degree in Agriculture from Makerere University (1996). He diversified his knowledge and studied and obtained in 1997 a second Master's Degree in Information Technology Specialising in Management Information Systems from Cranfield University in the UK an MSc. Sylvester has more than 10 years of practical experience in information and communication management and technology (ICM/T) issues especially in ASARECA Countries. He has designed and implemented Bachelors and Masters Programs in ICT at Nkumba University where has been teaching since 1998.

Sylvester also has more than 8 years of solid and practical experience in Monitoring and Evaluation (M&E). He is currently working in the National Agricultural Research Organisation (NARO) in the Directorate of Quality Assurance. He has been involved in setting up M&E systems and the recent one is for an IFAD-Funded project in Zanzibar. Together with World Bank Consultants, Sylvester was involved in evaluating ARTPI-World Bank-Funded project of NARO. He has monitored many competitive grant projects in NARO. He is a resource person in developing SMART ToolKit to evaluate Information products and services an effort spearheaded by CTA.

Sylvester is a member of many professional associations. He is a life member of International Development Evaluation Association (IDEAS), a member of the taskforce for the Regional Agricultural Information and Learning System (RAILS) programme of the Forum for Agricultural Research in Africa (FARA), member of Managing for Impact (MfI) Associates, Uganda Evaluation Association, Uganda Academy of Sciences, committee Member International Association for Agricultural Information Specialists IAALD, and IAALD-Africa, member of M&E Sub-Committee of PMA, Sector Working Group of MAAIF, Information Network Uganda, Uganda IT Association and a Board Chairperson of Bunyoro-Toro Rural Development Company . He is flexible and open minded to learn new things for global development.

Sylvester has published 7 papers, presented more than 22 papers and written more that 17 technical reports (list can be provided on request). He has undertaken many consultancies in ICT/M and M&E areas.
