PROCEDURES REPORTED ON DUTY.

JULY REQUEST FOR MATERIALS AND OTHER ITEMS.

CATALOGUING AND CLASSIFICATION SORTING OUT NEWS PAPERS. OPENING OF THE LIBRARY. DRAFTING OF THE COLLECTION DEVELOPMENT POLICY. BUDGETING FOR THE LIBRARY. INVITATION TO ATTENDED KOHA WORKSHOP. REQUESTING FOR BOOK DONATIONS











FINDINGS REPORTED ON DUTY On 3RD July 2013 I reported to take up the Librarian position which was vacant. The library was not in order because of this I had to dust the library first later alone I sorted out news papers starting from 2004 to 2012 of which all these news papers were mixed with books, stoppers and files including reports. 2.0 REQUESTS FOR MATERIALS AND OTHER ITEMS.

On 8TH July 2013 the following stationary and equipments were requested .Not all requested materials were available and I was advised to include them in the 2014 library budget. Of the requested materials the following were received:

2 realms of plain papers. Permanent markers x 1 box Stapler x 1 The following were not received because they were either not available or not in the Examinations Council of Zambia budget; Books Manila paper x2 pink and I blue Guillotine x 1 Library date stamp x 1 A 4 Hard cover books x 2 Computers Printer Internet cables Library management soft ware (currently in place) Chairs and tables Library security system 3.1 CATALOGUING AND CLASSIFICATION. When I reported most of the books I found were not classified and catalogued instead they were just hipped in boxes mixed with reports and magazines. I catalogued, classified and accessioned all the books that were not classified, catalogued and accessioned. This was one of the most challenging duties in the library. 4.1 SORTING OUT NEWS PAPERS.

  I sorted out newspapers and later a request was tendered to the procurement department for the binding of news papers. I also collected the quotation from government printers together with quotation from book world .On newspaper binding I was informed that the procurement department want to engage a contractor who will be doing it annually. Currently I am waiting for response from the procurement department.

5.1 OPENING OF THE LIBRARY On 20TH July the Library was opened to members of staff for studying and borrowing of books. From the time the library was declared open members of staff started borrowing books. Statistics indicate that there are over 100 times of checking in and checking out for both renewing and borrowing. This alone is a positive indicating to the importance of the library. 6.1 DRAFTING THE COLLECTION DEVELOPMENT POLICY. The raw collection development policy was drafted and a copy was given to the Principal administration officer for editing and comments but due to his busy schedule we have never sat to discuss about it. Another copy was given to Mr. Tembo also for the purpose of helping in reviewing it and comments. The policy on executive summary contained the following: (i) EXECUTIVE SUMMARY Collection development policy defines the role of the library in collection acquisition, information dissemination, future planning in continuous development of resources and maintenance. This document also outlines the type of information to be included in the library. It also outlines the type of the library we want to set up. The library’s primary concern is dissemination of timely and up-to-date information to its patrons. In order to achieve this library will: Allow users to borrow books. Provide access to facilities during convenient hours. Provide access to a collection of current materials both physical and digital. Provide access to internet. Provide photocopying services to users, but outsider will have to pay for this service. Provide selective dissemination of information. In order to provide these services effectively the library will have to improve or expand its physical space to accommodate more people at a given time. The proposed medium size should be 25 x 25 metres space inside.

The library plans to introduce services for schools. This programme will involve school class visits and library programmes delivered at schools may be scheduled upon request. This programme is very important because Examination council of Zambia may utilise this opportunity to educate pupils on dangers of Examination malpractices.The library also plans to introduce inter library loan services in conjunction with other libraries and information centres. This service will help to narrow the gap between user and book ratio.

Use of the library will be governed by rules and regulations. The library will be used for research; studying and borrowing of information materials. Outsiders will have to pay a subscription fee to have access to the library, its collection and services. The library will be a knowledge repository centre for Examination council of Zambia and the general public. The library should move away from traditional operations instead it will have to operate as Examinations council of Zambia INFORMATION AND DOCUMENTATION CENTRE. This can give the library a status of teacher’s information resource centre. This will be achieved by providing: Up to date information materials Current research reports and journals for Researchers. Internet services. Selective dissemination of information. School visits services (where schools will make arrangements to visit the library). Photocopying services to patrons Enabling environment for the records department to transfer non active records to the documentation centre for future reference. Guidelines that on all documents produced by examination council of Zambia a deposit of both soft and hard copies should be made available to the library. Enough space for storage and reading for users.

8.0 INVITATION TO ATTEND KOHA WORKSHOP. During the month of September 2013 1 was invited to attend koha workshop which was held at Lyondo lodge in Lusaka. I attended the workshop and we successfully installed the system in the Library. At the moment data entry into the system has started. So far more than 60 books have been entered into the system.

CONCLUSIONS

1.1.2 REPORTED ON DUTY I found the library in total disorder because there was no one to manage the library. This is the reason I was employed. 2.1.2 REQUEST FOR MATERIALS AND OTHER ITEMS. This was done because there was nothing in the library apart from books, newspapers and reports of which most of them were out dated. Not all requested materials were available because there was no budget for the library and some materials were out of stock. 3.1.2 CATALOGUING AND CLASSIFICATION. This was done in order to make information materials accessible. Most of the books were not catalogued, classified and accessioned. 4.1.2 SORTING OF NEWS PAPERS. News papers were sorted out in order to make them easily accessible for future reference and space reservation. 5.1.2 OPENING OF THE LIBRARY. The library was opened because most of major works in library set up were finished. From the time it was declared open users started borrowing books. The library so far is receiving positive response from members of staff. 6.1.2 DRAFTING COLLECTION DEVELOPMENT POLICY. This was done in order to help as a guiding principle of library operations. The collection development policy explains the future plans and directions of operations in the library. 7.1.2 BUDGETING FOR THE LIBRARY. There was no budget for the library. There are a lot of things needed in the library and most of them are not available currently. Because of this some operations in the library have stalled. 8.1.2 INVITATION TO ATTEND KOHA WORKSHOP. This was necessary because we have plans of automating our library. Koha integrated library management software will help in information management in terms of accessibility, cataloguing, classification and accessioning. 9.1.2 REQUEST FOR BOOK DONATION As you may be aware the library has few up to date books in stock, because of this problem it was necessary to request for donations from Zambia library services. So far we have not received the requested books.


RECCOMMENDATIONS /SUGESTIONS I would like to recommend Examinations Council of Zambia management and staff for the co-operation and support the library has received so far. This should continue because the library is like a clinic, we don’t need a clinic until when we fall sick so is the library we will need it at one point when we have a problem to be solved using information readily available.

SUGESTION The library should act as knowledge repository center for Examinations council of Zambia. This can be done by encouraging all departments to deposit a copy of any report produced or received on behalf of Examinations Council of Zambia. This includes past papers. The process of approving and budget allocation to the library should be expedited because the library currently is operating as blind reference in some areas of operations in information dissemination. The hours of operation should be reviewed for the library, to allow members of staff to use the library when they knock off. The information technology department and the library need to work together in maintenance of koha library integrated system.
