Overview of the tertiary education system in Vanuatu

The country has a population of approximately 207 000 people with 78 % to reside in rural areas and 41% of the population between 0 and 14 years of age. Over the last decade, the regional average enrolment of males and females in tertiary education was 21% (2002/2003). Exact figures not available.

Overview of e-learning eLearning Interests

Our Ministry of Education (MoE) has been interested in the initiative of VUSSC as confirmed by the Letter of Intent signed last September 2005. We accept technology (ICT) as the phenomenon tool of communication to be a mode of delivering education at distance. Since we are not expert in eLearning, we believe by exploring more on eLearning ideas, will be an enthusiastic venture which we will not miss out as our educational world has evolved over time.

eLearning Capabilities

The Ministry of Education has email and internet access and its own IT section which is currently undertaking installation of its Education Management Information System in the central office funded by EU and NZAID. EU funds the hardware while the NZAID funds the software. The position for the Technical Advisor (TA) is currently advertised to contract someone to establish the software. In the future, MoE is expecting its own network to the six education provincial offices in the outer islands. Most of the Senior Secondary Schools have email and internet which will also help facilitate eLearning. Under the current TVET program, two TVET centres have been established including installation of computers for use by learners (students).

Overview of e-learning E-Learning would be an option but it will be expensive to install in the facilitites. Few institutions have offered education online such as Agence Universitaire de la Francophonie (AUF). Others take courses from overseas institutions via distance.
The aggregate income position of tertiary education institutions between: Government grant, tuition fees, research & consulting income expressed as a percentage of total income In 2005, VIT was given VT 11,400,000 by Ministry of Education as its operating grant. Tuition fees collected was VT 22,185,000 while the income earned from its catering and restaurant services and woodworks (furniture) is roughly VT 1,000,000.
