You can use an ODEC resource stand-alone, which means you do not modify/alter it and you do not integrate it into a collection. This case is the clearest case for reusing ODEC because all ODEC licenses allow you to do so.

But you have to be careful with licenses which allow you to use the resources without referencing the producer and there are other licenses where you have to show a reference to the producer.

If you use material with the following licenses you have to give attribution to the original author of the resource.
