Develop guidelines for languages support on WikiEducator:

• Process to start a new language instance of WikiEducator.
• Technical HowTos.

Do something similar to (only more agile):

• List of Wikipedias (for this page, or perhaps the Language Installations page), and
• Language Proposal Policy.
