Strategic Capacity

Occasionally, a small group with meager resources fighting a powerful foe wins. One famous example is David vanquishing Goliath. Thousands of other struggles — against poverty, against oppression, against environmental degradation — retell this with equally improbable outcomes. Groups are more likely to have Strategic Capacity if they are imaginative and reflexive, have diverse membership, ties to many networks, and knowledge of various tactics and strategies.
