- Is a non-voting member of the Governing Board & Program Board
- Carries out the mandates of the Governing Board
- Recommends motions for Governing Board action
- Provides staff support to all Governing Board Committees and to the Program Board and its working groups
- Supervises and coordinates paid and volunteer staff
