Governments print money. Most money is now not backed by gold. Most money is backed by /trust/ in a currency/and/or state.
In USA business are started by loans quite often. Banks loan money to customers. Banks loan money FROM the FED. The FED decides who will be loaned what. The treasury is involved somehow.
