The Commonwealth of Learning (COL) is an intergovernmental organisation created by Commonwealth Heads of Government. COL helps governments and institutions to expand the scope, scale and quality of learning by using new approaches. COL helps developing Commonwealth countries to increase access to learning using distance education and appropriate technologies.

COL's current three-year plan for integrating eLearning aims to:

“	Build capacity among educators to develop eLearning materials on the platforms of their choice; facilitate the creation of high-quality learning materials made available as open education resources; replicate the Learning4Content model for low-cost online training options for large numbers of educators; and build communities of practice for collaborative content development and sharing.	”
