The 2007 Cape Town Open Education Declaration, a document authored by numerous educators and policy advocates, identified three kinds of activities as part of the open education movement:
- promoting/exploring Open Educational Practices (OEP)
- generating/curating Open Educational Resources (OER)
- promoting/establishing opening access (OA) to peer reviewed journal content, among other policy pursuits.
