Chickering and Gameson were primarily addressing the needs of higher education students in the U.S. When they were doing their original work, this was a pretty radical idea. Since then, we have seen significant shifts for the better in expectations and delivery in post secondary education in response to their work.

Also note, this is a student-prepared WE page. They probably didn't think to question the basic premise because a) it was given as fact in the resources, and b) this is the norm in their experience.
