The government should kick-start ICT growth

I have recently been contracted to assist with ICT related issues in the Ministry of Education. I have noticed that while the ICT can significantly contribute to the development of the country in all the sectors of the economy, it's really a huge task to assume things will easily take off without government intervention. To start with, Internet access in the country is just so high. To have a decent connection, one needs to have a budget of over a $1000/month but this will not give you more than a 512 down / 128 up link (kbps). It’s my view that the government should kick-start this race by either pumping in money to make access to the Internet affordable or to think of ways to liberalise the telecom industry. If you have any suggestions, please advise.
