Consider adding cultural institutions like libraries, archives and museums. These institutions have a mandate for education and have critical resources for the OER movement

My opinion to "Do we need a separate policy briefs for different policy makers (eg Government, education institutions)?" is absolutely. There can certainly be core aspects to all policy briefs around principles of OER, but the differences in the stakeholder and influencers in each sector will require policy recommendations that are specific to each sectors primary concerns and resources. Hi, That's a very good point about adding cultural institutions. Thanks for that. We should definitely incorporate this idea.

A agree with your point on targeting briefs for the audience.
