Discussion forum for the course

I'll set a shell for the OERUPSY101 course on the OER Foundation's Moodle installation for hosting discussion forums.

In the past, I've had challenges using Google groups for large cohorts. The automated SPAM scripts used by Google groups can be an issue when subscribing large numbers of learners and their can be delays in the accounts been activated.
