Audience outcomes is needed in any community radio performance system

The system should contain more audience related performance indicators, as ultimately any community media needs to find and influence an audience, not simply be a channel to that audience. This matter is often overlooked by community radios everywhere, as the proponents embark on a mission to be the 'voice' of the people. Every radio station needs to build an audience and gain (at the very least) respect from the audience it serves. This is the ultimate performance indicator of any media, including community radio. The CR Performance Assessment System would be enhanced greatly by incorporating audience measures, that describe who the audience actually is (like who is listening), the awareness and attitudes of that audience and how the audience behaves and engages.
