  • Elite higher education will remain market driven
  • The rate of graduation of secondary students will increase in the developing world
  • The need for non-elite higher education (life skills, job skills, etc.) will increase while the resources for this type of education will not keep up with the demand
  • Access to non-proprietary information will be marginalized
  • Network enabled, bidirectional communications tools (such as wikis) will become as ubiquitous as mobile phones are in 2007
  • Public policy will continue to lag behind the development and use of empowering technologies
