Just wondering whether the interpretation of OP vision and strategic goals in context of R & E is necessary - afterall, these are the overarching statements.
Wouldn't it be better to provide a context upfront in next section which is specific to this strategy. is this actually something to do with philosphy of R & E rather than context
Then - not sure that the learning strategy and the R & E strategy should have same vision...seems like it should be different but maybe there is a goal that is the same between both strategies...for instance the learning strategy needs something in the curricula objectives about R & E and this could also be in the R & E strategy about curricula...
