Now what? Is this outline ready to be developed or is more discussion and planning necessary? How will this project proceed? Who is driving it - individuals or committees?
This is in the wrong place - now I see the merged outline, but the questions remain.
Sorry for the confusion. The initial outline was developed by me. Once the project was published Philipp Schmidt, of UNESCO, found out about it and offered to merge our content with his.
And that leads into your next question. Philipp's UNESCO content is geared towards macro-level, institution-wide development, whereas the content I've written (you can see it on the "Introduction" and "get OER" sections on the main page) is more for grassroots development, such as an individual teacher.
This has lead to some difficulty because both audiences need to be addressed, but we're not sure it can be done well. Therefore, we're in a state of flux until we can figure out a solution. I would be very interested in knowing what your thoughts are.
With regards to development, the project was initiated by COSL (the Center for Open and Sustainable Learning). It is currently being sponsored by Hewlett and WikiEducator. With regards to leadership, the project is run by David Wiley and myself of COSL, with assistance by Philipp Schmidt and Wayne Mackintosh of WikiEducator. However, I want to stress that this project is being run on a wiki precisely because we want feedback, advice and direction persons such as yourself.

Assuming that all these great OERs get built, then what? Finding good / appropriate ones and adopting them is another whole process.
Having worked as one of the editors on the Sofia Project - also Hewlett Foundation funded, we were concerned about the big picture and the eventual use of this material.

You're absolutely right in that integrating OER into the classroom is an important part of OER. We do have a section currently being developed called "Get OER," which discusses, somewhat, the issues you describe. However, integrating OER into the classroom and doing quality control is a fairly large topic. One of the current proposals is to have multiple mini-handbooks. I could certainly see one of those mini-handbooks being how to integrate OER into a classroom.
You're welcome to look over the http://wikieducator.org/OER_Handbook/get_OER and make specific suggestions, or simply send me an e-mail. It has been helpful for me to receive feedback from the OER community.
