Ideally, this category should be empty.

To define an image, the image file must be uploaded to Wikimedia Commons and its name placed in the card's /image sub-page.

When the status of that image is known (in respect of the current edition - under development or complete), you can edit the card's /image-status property accordingly. See this help page for details on editing a card's properties.
