Establishing Context and foundations for an open education policy

  • Introduction activity
  • Anatomy of a definition for OER
  • Debate: Open schools must adopt open education policies (Small groups divided to argue the position of the house, opposition and learner perspectives)
  • Guiding principles for effective policy. (2 or 3 groups review policy examples to identify key principles for inclusion in COMOSA open education policy)
  • Consensus agreement on a definition of OER for open schools
  • Perceptions, opportunities and barriers for successful OER policy identified
  • Checklist of principles for inclusion in the OER policy for open schools.
Lunch Break 12.30 – 13.30
Block B

OER Policy review and refinement

13.30 – 16.30
  • Small group review of draft open education policy for open schools.
  • Plenary session on recommendations for refinement.
  • Consensus draft of open education policy for COMOSA.
Day 2: Friday, 2 March 2012
Block C

Framework for COMOSA to approve policy

8.30 – 10.30
  • Small group review of a framework for COMOSA policy approval and adoption
  • Parallel group to refine, adapt the COMOSA open education policy for an institution.
  • Rough consensus and recommendations for an open governance policy for COMOSA
  • Draft exemplar of institutional OER policy.
Block D

Towards an implementation plan for action

10.30 – 12.30
  • Group work to produce proposals for action and implementation plan for the open education policy for open schools
  • Proposals for action including objectives, inputs, and proposals for decisions.
